Of course it's a '51, unless it was a '52 Virginian with the hood ornament changed, the continental removed and fender script removed.

It has all of the features of an early Special with no lower body moldings.  Not many '52 Virginians had a continental kit as it was announced by K-F that they would all have one but it turned out to be an expensive accessory and not many were purchased.
