1953 Traveler License plate

One of the things I keep forgetting to ask other Traveler owners about has to do with the rear license plate and the ability to drive with the tailgate down legally because the plate remains in view.   I can't get mine to do that.    I believe I am missing some part/parts that would allow me to tighten the plate in that position.   I have included pictures of mine.   If you know what is missing, please let me know.   Is there a picture of what the parts should look like???

Thanks for that picture but in the lower right corner, that is the piece that needs to rotate, there is no breakout of the rotating pieces behind the License plate bracket.   That is the piece I need to see what parts are used.
