Just read past posts regarding heater control valves, which I may need. But first there is a problem with getting water to the existing control valve to see if it works. My '54 Kaiser has a manual valve on the rear of the engine head, which I've turned open and closed several times after the engine has warmed up, but no water is going through that valve to the heater control valve as evidenced by disconnecting the hose at the heater control valve. Does this mean the valve on the engine is probably bad or is there another thing to check. Also while checking things the only heater hose getting hot is the one running over the top back of the engine (possibly hot due to engine heat), which further indicates water is not running through the lines.

Not related to your problem Bob, but both my brother & I have 60 T Cab trucks and he has a 62 with a P2 bed and I have a 63 with a P2 bed.

But to get to your heater problem, I am correct in understanding that you have a manual valve on the head as well as a Ranco valve? If this is true, are you sure that the cable to open the Ranco valve is working? Typically the problem is that the Ranco valve leaks.
There is a possibility that the heater core is clogged up and not allowing coolant to circulate. The Ranco valve can be bypassed to test this.

Yes there is a valve on the top of the engine and the Ranco valve. Hose is routed from valve on top of engine to the heater box, box to the Ranco (on left inlet of the Ranco valve when facing the firewall), and Ranco (from right outlet when facing the firewall) to the front of the engine. Can't tell if the Ranco leaks because nothing is flowing to/through the heater box. The heater core may be clogged as you noted. The Ranco looks to open and close by working the cable. Also the Ranco and the hose to it are dry. Looks like the heater box is accessed by loosening the screws on its outside. Will be checking further this week. Thanks

And here is the cruel part. You can't remove the cover of the heater box unless you loosen and drop the passenger side inner fender liner or you drill a hole in the fender liner so you can reach the screw on the bottom of the heater box.
I wrote a Tech Tip for the Quarter Magazine in the late 1980's about this with a template to locate where to drill the access hole.
