If it's not rusty underneath it could be a great deal......but not without a close personal inspection. That's me at least..........others may be willing to roll the dice based on pictures  :)

For any old car, a person should inspedct it themselves or, such as with the KFOCI, contact another club member or, if you don't know a member where the car is, contact the Region Manager in the area where it's located about getting a local to check the car out for you.  It's not so much as someone is trying to cheat someone as it is the seller just doesn't know what's significant or not with problem issues and their definitiion of "good', "very good" or otherwise words may be a little overstated because they don't know how to describe it accurately.

Kind of surprised the city allows it to sit there so long without citations.  Looks like a painted white top to me.  Seen next at any area U Pick It Yard.  Or crushed for $125. 
No old cars owned.
