Propane torch is usually my first "go to" when penetrants don't seem to do it.

Heat it up and quench with penetrant works sometimes when neither alone does it.

I also tried a couple cans of Loctite Freeze & Release (black can), not cheap but it actually worked surprisingly well for those few that flame wouldn't be safe on.

Also, as crazy as this sounds, sometimes it's best to try and TIGHTEN a bit, then back off after another squirt of juice.

I have had good results with a spray called Blaster PB. It is a penetrating catalyst and is sold at
auto parts stores. If that failed for me then only heat would work. The spray worked most of the
time. I was able to get all exhaust bolts and all but two heat bolts on my '51 that way.
