Has the rubber doughnut under the medallion deteriorated? If so, you want to replace it. The club sells one called a Sponge Rubber Horn Ring for $18.00 via the manufacturing fund. Just twist off the medallion in the center of the steering wheel (not exactly easy: I used rubber gloves once and also the flat rubber jar opener things you can get at grocery stores and a lot of force and patience to get mine off), carefully pull the old stuff out and clean the old rubber sponge ring out of the way, then clean the brass parts to ensure proper electrical connections, put it back together, and it should work fine.
