What do the 2 2-digit numbers mean that are between the 2 rows of various build specifications on the largest of the underhood body tags?

what do the 21and 59 mean?

The 21 refers to the SCHED column on the tag. This means the body was constructed on the 21st day of production with the 59 denoting it's order on that day's list (59th in line).

That said, what I mentioned applies to regular Kaiser production - and that for 1954 is reported to have started about October 21, 1953. Since Darrins were constructed and assembled at a different site with a different production schedule, you probably cannot count the days from the 21st. Instead, you'd need to know when Darrin production started and how many days a week the Jackson plant operated.

You would also know how many vehicles were on a specific production schedule.   For example, at the Portland OR car assembly plant in the fall of 1950, they occasionally not only ran the scheduled day's build but were supposed to start in on the next schedule before the plant shut down for the day.

additionally, I would suspect that day 20 was not necessarily the next day in the calender following day 19, ie, maybe the plant shut down for a day.

It may also be wise to keep in mind that holidays such at Memorial Day may still have been work days back then. Also, back then, Memorial Day was May 30th, not the last Monday in May as it is today.
