It's a radio conversion kit that allows the installation of the GE 230 (KF part  number 200001) 1947/48 KF radios in the 1949/50 Kaiser. Some examples of how it looks installed.  The bare part laying on the bench in the foreground looks to be a '47/'48 KF radio grill which is not part of the 100096 kit.
