Title: Problems with 51 Kaiser Carter carburetor

I've recently rebuilt my carter carburetor (single float) and while it works, I'm having trouble tuning it. I have the parts manual, and I've tuned it to those specifications, but cold starts are stil a problem, I was just wondering if these Carbs were tricky? or Is there something I'm missing?
