Title: Kaiser in Deutschland?

Based on the writing on the side of the truck, it looks like Germany or possibly the Netherlands

Wow, better set your brake and put it in gear along there.  Hate be in wheelchair with only 1 arm on that street.

This is Amsterdam.  In fact, I think I have walked down this street on one of my visits there!  Not sure, though, many streets along the grachts (canals) look very similar.  Beautiful city, though.  And it is very quiet because there are very few cars on the streets--they ride bikes instead, which is very sensible.
