Title: Gas gauge

The gas gauge worked when I first got the car, Allstate, Now it reads empty all the time. I checked the connection at the tank and at the gauge with a test light and the light pulses on the tester with the key turned on. Is this normal. Could it be the sending unit or the gauge?

If your float in the tank has deteriorated it may have "sunk".

The one I had was full of gas in the float... I got a new one and It has a grounding issue now...

It is for a 1954 Kaiser D..  same tank...

If you ground the sender wire at the tank the gage needle should go to full if it dose it is the float unit.

Before you replace the float unit, run a wire from one of the screws mounting the unit to the tank to a good tested ground. Sometimes ,over time ,the unit fails to ground through the tank.
