How not to install a fuel pump

Carter advises to never install the rotary vane pump above the fuel tank level.The fuel drains back to the tank and the pump impellers have a dry start up and poor wear life. He did do one thing right .He has a fuel pressure regulator. The pump puts out 5-8 psi and the carb needs 2 to 2-1/2.
