On my '51 Kaiser, the timing is showing 10 degree advanced timing. I need to adjust it to 4 degree
advanced per the shop manual. There is a 7/16 bolt on the advance arm to be loosened, but the
shop manual also lists another bolt. I see a 2 1/4 long screw head bolt on the side of the distributor
that looks like a clamp arrangement. Is this the other bolt the shop manual is referring to? I did
lower the idle to very slow RPM's to check advancement as the manual says. Thanks.

That's correct.  As I understand it, one loosens the passenger side bolt and then loosen the driver's side to turn the distributor. The relock them both down. Very "peculiar" design. Careful doing this and do it gradually, mark where it was. I've had an extremely difficult time trying to adjust the timing on one of my '51 Frazers.....never did it right and parked the car last year.

One thing to remember on the '51's is that the pot metal thing the distributor sits on can break very easily!
