where the fog lights go

I'm trying to figure out where the fog lights go on my 49 Frazer. I know it goes on the...rock guard..But where on it? I've seen pictures too but still don't know where to drill...

Here's the 1949 Manhattan that we had which had KF fog lights installed on it. You can see in the photo they did mount on the upper lip of the front bumper. They were on the car when we got and were KF issue fog lights. Of course, this does not mean they were installed properly but this is how they looked -

The fog light brackets attach to the front bumper brackets so it is very important where you drill the holes thru the front gravel pan.  "measure twice and drill once!"
