Throttle linkage grommet or bellos?

What is supposed to be covering the hole for the gas pedal throttle linkage at the fire wall, a grommet or a bellows ?

Part number in the book is 807045-Seal, accelerator treadle rod.
Haven't searched for one for myself yet.
Post if you find a source.
It looks like this but I won't speculate if it crosses, similiar doesn't mean it fits.
