According to this link the '51 Frazer as well as hardtops and convertibles are indeed rare.

Well, they were sure rare at the Salem meet but there were only about fifty cars total at the meet.  There were several '51 Frazers, misc. hardtops and convertibles at the Chicago meet last year and hopefully there will be some at the '09 meet next year.
