Title: 4 cyl heatriser valve

The spring on the 51 heatriser valve is broken and I want to wire it open, so what position should the arm be, up or down? Thanks and Merry Christmas, Henry.

The spring  expands as it gets warm and moves the heat riser valve to the open position. That is
the direction to move the heat riser all the way and wire it there.

To answer the question as to which way the arm should be, here's a picture right out of the shop manual:
