Do all T96 leak out of the front?
How much is considered acceptable?

Terry, they shouldn't............my T96 in a '64 Studebaker does not. Have you checked the vent to make sure it is open? Any chance the tranny is overfilled? Also, if I remember correctly, there is a 'shield' or slinger in front of the input shaft bearing, maybe the tranny was worked on in the past and that was not reinstalled?

Maybe the repaint clogged the hole.

Have you pulled the filler plug to see if fluid drains from it? If so, it's overfilled...let fluid drain until it stops and the check for leaks. If it's still leaking then the drive pinion bearing retainer gasket may need replacing. The gasket probably shrank over time and is no longer holding a seal.
I checked the T96 I have here and did not see a vent hole.

Terry, the vent is in the top cover (sheetmetal cover held on with four bolts). Then, the cover gasket needs to have a hole in it also. The original top cover gaskets were full size (one big piece of material) instead of just gasket material around the edges where the bolts go in; there would be a 3/8" or so hole in that gasket so the vent would work. IIRC, the vent hole in the metal cover was in the front, and so the hole in the gasket should be in the back (or vice versa).
