The second section of the pump just boosted the vacuum.  If you change to an electric fuel pump you can leave the other one on it and just by-pass the fuel section.  You could also run the vacuum hose from the wiper motor straight off the manifold - use a piece of tubing right out of the manifold fitting that has the line to the fuel pump.

I did not think a '54 Manhattan would have vacuum wipers. Any pictures?

I can send pics tomorrow one slide out but I don't think it has a vacuum windshield wiper so what do I do

The vacuum line is for the Super Charger. If you don't have a super charger, then just leave the line open.
