Title: How do I remove the oil fill tube on a 226?

My oil fill neck has a LOT of rust inside and a buildup at the bottom of the tube

How do I remove it to clean the rust?

I started that thread,but decided to start a new one since this isn't about removing  the oil pan, but instead removing the oil fill neck.

My neck doesn't do any wiggling,it is very solid.Should I spray WD-40 around it to help?Should I tap it with anything,like a rubber hammer?

Ah, indeed you did. I guess it was too early on Sunday morning and I didn't catch the connection.
In any case, the oil filler tube appears much the same as that on a Henry J. To remove the one on a Henry J,  you just wiggle it gently while lifting up and it eventually comes out.  I'm betting (however not absolutely positive) it's the same on the Kaiser. I don't have my cars at home right now otherwise I would just go look.

If there is oxidation on the outside of the tube going down into the block (and your other thread indicates the possibility) WD-40 followed by gentle taps to loosen may be needed.  If you hit it too hard and bend the pipe, they can be found off parts cars for replacement purposes.

I just got it off and there is a pile of fine rust coming out the hole the pipe goes into.
How should I remove that rust blocking the hole,should I try to remove it with my fingers acting as a shovel ,or would that push the rust inside?

Could you use a shop vacuum to suck the stuff out? If you need a smaller size 'hose' to get down into the hole, you can transition from the hose to some smaller diameter tubing (for example, copper pipe) by getting creative with cardboard and duct tape.
