Probably a state by state issue. In Iowa, the process is highly automated. You send in the "paperwork" by filling a PDF form, you get an insurance Bond for double the value. Take some digital photos of the VIN and data plate. Send in with fee and they email you about 7 weeks later with an approval.
All that information is transmitted to the DOT counter and when you get there they are ready for you. They give you a paper title.
I think DOT/DMV's have figured the old car hobby out and they realize it's a waste of time to go and inspect every old car and hassle people over a non running "project" car.
It is a shame that millions of car titles have been lost over the years.

In Ohio, the process to obtain a title is much more involved. A search must be done thru the system to ensure it isn't stolen or a lein-applied vehicle and if clears that hurdle, it must then be inspected by the state highway patrol or someone at the DMV. They verify that a VIN tag is present and it has not been tampered with. If the car passes step two, you're then issued a form that you take, with any supporting paperwork you might have (notarized bill of sale, etc), to your county courthouse where you're issued a court date to appear before a judge where you literally will plead your case. If the judge agrees, he will issue a request for a title which you then take to the title bureau for your state assigned document.
Oh, and at every step, there's a fee involved. The total cost can amount to somewhere around $500, not including any sales tax on the money paid for the vehicle when purchased.

Jim That is a shame. It's a state by state issue for sure.
On that back seat lower, do you think it can be cleaned up or would some "shampoo/machine cleaning" simply render the fabric torn and in worse shape?

in Vermont it is just as stupid first thing is you need it appraised (for a cost) they don't care what you payed for it (so they can TAX you) . then you need to take it to them (running or not) so the d.m.v. guy can look at it and read the wrong Vin #. Paperwork used the motor # and d.m.v. wants the door post #. so you now need to go back to the person that you bought it from and have them LIE about the Vin. what a piece of work and when you are done there is NO title! >:(

Boy oh boy. Maybe the idea is to buy my cars from back east without a title since I may get a better deal! Iowa was so easy in relation, just need to be patient.

I got the number and talked to him. It was his fathers cR, along with some others. It was drove in and parked in the barn over 30 Years ago. I check with my dmv in Mo. And they said it needed a title, since Kansas had titles back then. He can't find it, I am worried it may be frozen from sitting 35 or so years in the hard Kansas winters. It is about one hour west of Wichita

Wouldn't it be possible for the owner to get a duplicate title ? As for the engine cant the owner check it out to see if it is frozen ?

Yes he could to both questions but based on current situation, he or she is not interested in doing either.

I was in his area the other day and called to take a look at it. He said it was sold, to a gentleman in his 70's from Texas. Any club member get it?
