What is this?

Anyone know what this is?  It's mounted on the firewall of my 47 Kaiser Special.

Could be an electric vacuum pump to help the wipers.

It is a vacuum assist pump for the wipers. Some of the early 47s had a vaccum tank to help the pump, however it was mounted behind the front wheel so it took a lot of abuse and usually rusted and stopped working. Adding a pump like this helped when the tank failed.
