Something in between bumper and brackets?

It seems to me there's supposed to be something that goes in between the bumper and the brackets on my '48 Kaiser but I can't seem to find anything in my parts boxes that would be what I'm looking for.  Am I imagining it, or is this something else to add to the list of things my idiot body shop never got back to me? If there is something that goes there, what is it called?

On the 47-8 cars there are small fillers that mount to each end of the front and rear pans. They're only about 8-10 inches long, curved to fit between the fender and bumper, and an inch or two wide. Is that what you're referring to?

Thanks for the illustration. I guess I'll have to see if one of the vendors has them. Mine appear to be gone.
