They are center caps that appear to have been drilled to accept the retainer "K". The caps were used in conjunction with the wire wheel covers like those shown in the attached picture.

There are a few different versions of this cap that were used. Plymouth, Nash, and Hudson also used a similar wire cover/cap assembly. The difference, aside from the center medallion, was the method used to attach them to the wheel.
