That's a 1949-1950 Kaiser steering wheel, the one used on Specials, Travelers, etc not the one used on Deluxe, Virginian, Convertibles which was tenite plastic.

I have 2 deluxes and both have this kind of wheel on them.  Are you sure they never installed these on a Deluxe?  Seem odd that both cars would have had the steering wheel changed out on them.

Color is determining factor, according to page 144 of the 1949 Combined Chassis & Body Parts List (illustrated).  Hickory Brown & Mineral Gray colors were exclusive to the K491 Special models; Starlight pearl with a 3 3/4" medallion opening was used on Kaiser Deluxe Sedans & the same color with a 4 7/16" opening was used on all Deluxe models (including Virginian & Convertible).

A Starlight Pearl wheel as also used on Kaiser Special 4-door sedans and Frazer standard models; no information other than separate part number compared to the other two wheels listed shows up in the document.

Don't tell me you're working on your car with an empty information tool box (no factory shop manual & no parts book)?

They have just about all the manuals in PDF that you can review and print pages.

The 1952V doesn't look right.  Padded dash in photo indicates the car to be an upper end Kaiser & they had the Tenite plastic steering wheel which was NOT painted.  Paint suggests the wheel is the special (1951-52V) or deLuxe (lower end Kaiser later 1952-53 model years) with the rubber ring rather than the plastic.
