Brakes-The Long & Short Of It

OK, my teachings on brakes are the primary shoe is the front shoe and the secondary shoe is the the rear shoe.  And the shorter lining shoe is the primary and the secondary is the longer lining shoe.

So, shorty on front and long on rear. 

The HJ Manual states the long shoe goes on the front and the short shoe on the rear.  Isn't that backwards??   

Maybe Lockheed vs. Bendix? ???

On Kaiser and Henry J the long shoe is to the front. Short shoe to the rear. Most cars at that time were the other way.
