Prepping parts for paint

I am trying to get the duct pieces that fit between the inner fender and the firewall ready to paint. These are the pieces that have the flap inside that shuts off or allows air through. How can I remove surface rust and get them ready to paint without damaging the felt on the flap inside?

I ended up hand sanding the ducts on my 50K. I thought about soda blasting but I figured I'd slip and ruin the seals.

What did you use to sand? Seems like it will be hard to get inside and all the nooks and crannies. I was thinking about one of the chemicals strippers but figured that might hurt the seals.

I rolled 220 wet/dry paper around two fingers and wet sanded everything. The factory paint is thin so it came off easily. Then, I washed everything with soap and water and let everything dry before painting.

Ok. I'll give it a shot. Anyone know where I can get the cables that open and close them?
