The numbers given at the subject of this header do exist, and the listing for them is found in COOLING, section 6.490 on page 22 of the Green Cover 1954 Kaiser Combined Chassis and Body Parts list. Unfortunately there are no illustrations for anything in that book. I looked up the description in the 1951 Kaiser Illustrated parts list to get a location and the exploded drawing listing something called a radiator grille identifies the narrow strip of chrome on the lower edge of the hood that wraps around the fenders and across in a number of pieces.
I leave this to the 1954 Kaiser owners or those who have experience with the request as I have never owned one of these cars.
